RAFCO was incorporated in 2000 after Tobias Rafael completed a $6.8 million gut rehabilitation of a 33-unit multifamily residential property while attending university. The company began as a property management and development firm managing its own real estate investments, then grew through additional opportunities from tenants, investors, and colleagues who valued the level of service they experienced.
Over time, RAFCO’s work expanded into Class A residential operations, multifamily and mixed-use properties, condominium association management, and corporate real estate. One long-term relationship lasted 25 years with a Fortune 50 corporation, where RAFCO managed a corporate headquarters campus and served as an owner’s representative on real estate development projects across the country.
In 2023, RAFCO relocated to Boca Raton, Florida while continuing to evaluate how its experience in ownership, development, management, and project representation could best serve the South Florida market. Today, RAFCO focuses on owner representation for clients who need experienced guidance, clear communication, and a practical advocate during complex property projects.
Driven by a passion for navigating complex, seemingly impossible projects, Tobias pairs a hands-on approach with elite owner representation services that are rare in the industry. He believes deep client relationships and a granular understanding of every project are the ultimate keys to successful execution.
Tobias’s career began on construction sites in Clayton, Missouri, where working as a laborer quickly taught him the foundational realities of project management. While earning his Business degree, he undertook his first major real estate development: converting a 36-unit Class-C apartment community into a 33-unit luxury development that successfully attracted professional athletes and high-profile executives.
Following this success, Tobias founded Rafco Properties, expanding into full-scale real estate investment, development, and property management. Driven by the advocacy of satisfied residents and tenants, the firm rapidly scaled. Over the years, Tobias and his wife, Tina, grew the business into an industry leader with over 100 employees and an integrated janitorial division. Among his standout achievements was serving as the Owner’s Representative for a Fortune-50 company, overseeing the development of a massive, 800,000-square-foot southeastern headquarters.
In 2023, Tobias chose to pivot strategically. By stepping away from day-to-day property management, he freed himself to focus exclusively on what he loves most: solving the high-stakes, complicated, and frustrating challenges of construction and development.
Now based in Boca Raton, Florida, Tobias dedicates his decades of experience to helping property owners, condominium associations, real estate investors, educational and religious institutions, and hospitality and retail groups eliminate stress, minimize costs, and maximize property value.
